This website explains the gang stalking situation in Japan.
Many countries use the term ggang stalking,h to describe the problem. In Japan, we call it gShu-dan Stalker (Group Stalker)h and it became a big issue in the Internet.
When you search the Japanese name for gang stalking on Google, you will find more than 2,500,000 results.
Also, the largest Japanese victims' network, gTechnological Crime Victims' Network,h has more than 975 people registered.
However, the mass media - newspapers, TV, magazines - does not reflect such a big issue in the Internet.
I decided to create this website in order to provide information to the gang stalking victims in this circumstance.

Furthermore, this English version came off by the effort of JB. Thank very much for the work, JB.


y1z@Introduction

In the year 2000, there was an establishment of a law to control stalking-type crimes, gthe Law to control stalking.h This law puts regulation on stalking-type harassments for punishment, and provides supports for the victims. The subject of this law is gstalkingh and gtailing of the target either to fulfill the the the obsession toward that person or to make a revenge because of being rejected by the target.h Only this law controls crimes on the assumption that an individual is targeted for stalking by another individual, so that it is different from the gang-type stalking which I explain here. Recently, organized stalking became a serious problem. It is called gShu-dan stalkerh in Japan, and gGang Stalkingh in abroad.

Up to the present, stalking-type crime is an individual targeting another, yet this Gang Stalking is something like particular organizations or groups working on stalking and harassments.

Some reports say that there are cases like organizations harassing and stalking their workers by using coworkers and traders for the purpose of restructuring. Another case is religious organizations working on organized stalking toward ex-followers, disobeying person, counterforce. In addition, there might be cases that some people requesting associations for revenge.

As their crimes are well-planed to hide their activities, some case seem better to say that gSpecial Plotsh than plain harassments.

Their crimes often have 4 things in common, damaging reputation, stalking, relationship manipulation, violation of privacy.
  • Damaging Reputation
    • They spread false negative rumors in neighborhoods, workplaces, Internet. Their rumors may include information that the victim is a criminal or mentally ill. Because of the people believing the false rumors, it will outbreak further harassments from more people involved with. These false rumors are not only spread simply but also adding extra-person, such as a local influential person or someone on the high status for showing credibility from the authority. Also, they use technique like including some negative rumors among many good ones for adding credibility.

  • Stalking, Observation
    • There are 2 types of stalking. First one is the stalking without making the victim notice, and the other one is letting the victim know their stalking for psychological damage. However, they have some plans for excuse already so that if the victim asks the person to know the fact of stalking, the follower may explain as gI am just walking on the same street.h

  • Relationship Manipulation
    • They ask the victim's privacy and job duties from the victim's friends and coworkers. By spreading the bad rumors, they try to isolate the victim from the others, make him or her to have no one to ask help, and interference with victim's duties. Sometimes reporting the harassments to someone close to him or her, the victim might feel doubt on oneself as being thought as paranoia from the others.

  • Violation of Privacy
    • The violation of privacy may include; wiretapping, filming, hacking the victim's PC, trashing. Based on the information gained from the these techniques violating the victim's privacy, they might do some ghinting.h
Some victims may experience other types of harassments than the ones listed above, yet the cases that include violence is very rare. Due to the multiple people working in the planned stalking, the victim has hard time to correct evidences and find the cause of his or her harassment. There are cases that not only the people the victim knows but also other people the victim never think of are involved in the harassment. The list below is the purposes of the gang stalkers. They develop a plot to make the victim an scapegoat.
  • Encourage the victim to commit suicide
  • Make the victim frustrated to commit a crime
  • Claim the victim as mentally ill
  • Legal deduction of the victim from the society
For concrete countermeasure,
  • As gang stalking is continuous and dangerous, it is important to seek help from experts and official institutions instead of trying to solve the problem by oneself.
Currently, we have the law for regulating stalkers, but we do not have the law for gang stalkers. gThe law to control stalkingh is only effective for the stalking related with love affairs as I noticed in the g1. Introduction.h There are municipal bylaws like the gBylaw for preventing annoyanceh, but is is difficult to exercise this bylaw to prosecute or prevent the damages above. However, there are many crimes related with stalkings done by a group of people. A famous examples are: gstalking of Okegawa college student murder case, gkidnapping case of Minoru Kariya by the Aum-shinri-kyo,h and gWiretapping case of Shunsuke Yamaoka, a free journalist, by Takefuji(financial institution).h

Actually, there are many companies advertising these gprograms.h If you try to search Google using keywords, Tantei Tokushukousaku in Japanese, you can find more than 100,000 links and also you will find that many detective agencies advertising programs on Internet. We must be careful about these agencies even though our normal life has nothing to do with their field.

If the government understands the gang stalking problem and prepares a law, these advertisings will be forbidden in future. We hope that quick response from the government institutions.

Many people talk about their needs of the establishments of victims' groups. If you experience the harassments listed above, how about to attend meetings held by already-established support groups in local places as well as visiting government institutions like police for receiving advices. For instance, gTechnological Crime Victims' Networkh takes up gang stalkers (organized-type harassments) with priority. Some victims are isolated as gang stalkers manipulate relationships and spread false rumors. Due to the hardness of correcting crucial evidences, it is hard to make someone to believe your experience of harassments. Because of having common problems and similar experiences, talking with other victims make the person to feel encouraged. But aware of receiving invitations from the organizations such as cults.

These days, there are some detective agencies like gStalking damage countermeasure and advising networkh are aware of the group stalking and making correspondence about it. It certainly costs you, but they might be helpful for your situation. Some agencies are very expensive or do their job in a halfhearted way, so please be careful when you decide to leave the matter to a detective agency. They have over 600 agencies, so you can find one close to your place. As many agencies offer free estimation for your case, you might want to contact with several agencies to find the best one responding with honesty. If you worry about hidden cameras and wiretapping possibilities, maybe you want to look for an expert's help. Like finding a detective agency case I mentioned above, some agencies are good and others are terrible. You should consider their reputation and knowledge about them and devices through Internet, books, and other people's experiences. Also, when you look up gwiretapping device detecth at Yahoo!, they show several names of agencies. Please compare as many agencies as you can, so that you will have general knowledge about the average price, how they perform their jobs, the points important for requesting them to work on your case. For other on-line information, you might want to check out gThe Room for Action Bunders,h or gWireless Radioh or gCrime and Fraud Preventionh in 2ch net. For books, I suggest you to read gAll about new way of wiretappingh published from San Sai Books. The book explain the general information about the subject and easy to read. From the same publisher, a long-established magazine (since 1990), gRadio Life.h The magazine feature some articles periodically, so it might be helpful to read their past issues. The magazine also writes reviews about the latest wiretapping detectors. You might want to purchase some of them from the shops like Rakuten Ichiba. If you are a beginner, I would recommend you Yupitel Ko-gyo's gMVT-3400,h a multi-band receiver with the wiretapping wave detecting function. The street price is about 15000yen and it sounds reasonable for the new comers. High-end version, gMVT-7300,h which has somewhat complicated operation. This one costs around 25000yen. Of course, there are many different kinds of receivers and other devices, so you should check the information to find the best one to your situation. Or, you might be interested taking the licence, g’ʐM–TŽó‘Īō‹ZŽth of NPO Japanese Information Safety Management Association. Most agencies use the devices on the market. If you get information about the devices beforehand, you might get some ideas of what agents are doing on your case and makes you comfortable from your knowledge.

Anyway, it is important to look for somebody, trustworthy family members, friends, or police officers, for advising as soon as possible. Like any unpredictable matter happened, you should get advices from several experts several times and do not try to solve it by yourself. If you are not in physical danger, please put priority on keeping yourself healthy in both mental and physical ways. When you worry alone, your thought might become negative or experience the increase of ill feeling toward the harassers. Before you fall in such situation, you should talk to somebody about your problem. They keep the confidentiality of what you speak through the phone, and you do not have to tell your name. It established in England in 1953, and there are 51 centers in Japan. There are about 7500 advisers working as volunteers. You might find them helpful for your problem. There are some on-line counseling / advising services, like gTell Me! Goo,h gManpower Research Hatena,h gYahoo! Adviser.h

There are many victims complaining about gShu-dan stalkingh in their websites and blogs in Internet. However, because the Shu-dan stalker victims are surrounded by unusual atmosphere, they became very sensitive to any stimuli. Therefore, sometimes they over react to small matters that normal person does not care. For such psychological situation, please refer gPsychological Damages of Wiretapping and Stalking Victims.h I think all the victims should consider such information for better understanding their problem. As it is hard to get evidences in our circumstance, even a 1/10 of misinformation makes the rest of 9/10 truth less credible. For the outsiders, your story might sound like paranoia because of that small mistake. But this is what the gShu-dan stalkersh want to do. They try to the declare the other 90% truth also as fake, and clam you as paranoia. The readers of victims' reports, please consider their unusual circumstances. Let's resist gShu-dan stalkersh by telling the victims claims to our society and receive information and supports from many fields!

y3z@If you decide to visit the police station

Nowadays, we can find reports from the victims visited police on the forums in Internet.

According to their explanation, it seems better to visit multiple police stations several times than visiting only one of them.

If you live in Tokyo, the links for the branch police station is in the Metropolitan Police Department website. You might want to visit local police station in your area first, then you would visit branches close to your area. And later, you would visit the Metropolitan Police Department in Kasumigaseki. I recommend you to visit these places several times.

The reason why it is important to visit several police department is that there are many different advises people received from the officers. This is because many detectives do not know about gang stalking.

Concretely, there are many advises people receive - from declaring gang stalking as paranoia to taking the case seriously and suggesting to call g110h for emergency.

It is important to look for a detective who listens your story and gives proper advises and suggestion.

When you explain to a detective about gang stalking, it is much effective if you bring a summary of your case and other materials explaining gang stalking. You might want to print out some documents on the gang stalking related web pages. Of course, you can feel free to print out this page if you like.

After you arrived at a police station, speak with the receptionist and tell your need of greceiving advice for gang stalking problem.h Usually, you will ask to visit gthe section for life safetyh.Later, you will meet a detective in a private room and you will be asked to explain your case. It is better to bring some kind of identification card such as your driver's license. Also, do not forget to keep records of the detective's name. You might want to get the detective's name card. For keeping all the records for future use, you might want to record your conversation with the detective with an IC recorder.

If you do not have any evidence of gang stalking due to the short period since you discovered their activity, it is OK to make excuse like gI do not have any evidence at this moment.h If you have evidences, make multiple copies before you submit the evidence. You might need a copy in future.

Maybe you cannot explain well at the first visit, or you might forget to tell something important. Preparation is very important for such situations. Do not worry about your mistakes on your first visit. If you visit there several times, you will get used to the environment.

It may be fruitless when you visit the police station if you have a few evidences. You should ask advices regularly in order to accuse gang stalkers.

If you are experiencing gang stalking, I would like to suggest you to start writing your blog to express your problem.

When you write down your case, you might receive comments and the track-back from others. It will bring you opportunities to find new information, and you might feel secured from the communication with other victims.

Another choice is to write your case of gang stalking at gmixih, which is Social Networking Site (SNS).

Currently, dozens of victims using gmixi.h They have some communities like gShu-dan Stalker higaisha no kaih and users exchange information.

Unfortunately, if you want to join gmixi,h you need to receive an invitation mail from someone already a member for registration to the website.

If you do not have mixi account, you can write a blog for communicating with other victims, and later you might be invited from other members.

It seems the Google's search result on gShu-dan Stalkerh is surely increasing. It was about some hundreds result in 2003, but nowadays it became over 2,500,000 links. Moreover, the result is similar in Yahoo! search engine.

However, unlike in the Internet, the gang stalking issue is not yet recognized widely in our society. I hope the the government and other institutions lose no time on cope with the matter and the establishment of regulations like gLaw to control stalking.h

In addition, we need to speak up in many places not just in Internet to accelerate the social recognition of the problem. For correspondences with mass media and police, if you use the bulletin boards like Shudan-Stalker Taisaku BBS, which the owner supervises it regularly, you can make communication without noisome people.
